Censura 1.16.03

This is an update to include support for MySQL 5.


Please note that Censura 1.16.03 requires at least PHP 4.3.3 and MySQL 4.0.16

• Fix bug displaying avatars from forums
• Improvements to average score calculations - N/A ratings are now not included so as not to skew average scores

Upgrade Instuctions from V1.16.02
Replace the changed files with the new versions.
There are no database changes so there is no need to run upgrade.php
